PURPOSE
The Tri-State Fest-of-All is an annual event to celebrate and illustrate our rural culture and heritage. Providing communities, tourist attractions, entertainers and producers a showcase for their wares will do this. Living history and folk art exhibitions will be encouraged and ethnic foods will be served.
AREA
The market area from which exhibitors, entertainers and vendors can participate is the Tri-State region of the states of Colorado, Kansas and Nebraska as defined in the CO-NE-KA brochure published by the Tri-State Initiative for Economic Development. The specific counties from each state are listed below. Attendees will be welcome from outside as well as within the area.

Kansas counties include Cheyenne, Russell, Decatur, Ellis, gove, Graham, Logan, Norton, Osborne, Phillips, Rawlins, Rooks, Sheridan, Sherman, Smith, Thomas, Trego and Wallace.
Nebraska counties include Chase, Dawson, Dundy, Frontier, Furnas, Gosper, Harlan, Hayes, Hitchcock, Lincoln, Perkins and Red Willow.
MAIN EXHIBITORS
Must be from the above area and wish to promote tourism and their attraction or area. Main exhibitors shall be prohibited from selling items from their tables. Freebies and informational materials are encouraged.
FOOD and PRODUCT VENDORS
All vendors of food or products must be from the Tri-State area. Ethnic foods are to be the norm, but food products created from the region are also allowed. Hamburgers and hotdogs are prohibited along with other moder fast foods like 'walking tacos' or sno-cones. Product vendors must be selling self-produced products or products made within the area. No franchised items will be sold and craft items will be prohibited, except as demonstrations in the living history area.
ENTERTAINMENT

INDEPENDENT EXHIBITORS
Whether a part of the living history area or free standing, non-community or attraction exhibitors should reflect rural culture and aim to educate.
CORPORATE SPONSORS
Although many corporations will serve more than the Tri-State area, corporate sponsors should, at least, have a presence in the Tri-State region. Each Tent underwriter will be entitled to one table in that tent if they want one. Sponsors will be encouraged to focus on tourist promoting activities.
Other corporate sponsors at a lesser level will be provided recognition in the festival newspaper/program, news releases, and other public relations and publicity materials. These other sponsors would, if they desired, have to rent a table in addition to their corporate contributions and would also be encouraged to focus on tourism.
